Handling of Personal Information (個人情報の取扱い)

1. Who we are

Value Create Inc. (株式会社バリュークリエイト) ("we") operates the Recruitline recruitment platform. We are the business operator handling personal information (個人情報取扱事業者) and, under the GDPR, act as a controller for our sourcing activities and as a processor for data handled on behalf of customer employers.

2. What we collect

  • Candidates: name, contact details, location, CV/resume, LinkedIn profile, work history, skills, and attributes inferred by our matching system.
  • Users (recruiters): name, email, role, company, billing details.
  • Technical: authentication identifiers and security/audit logs (IP, user-agent).

3. Purposes of use (利用目的)

  • To match candidates with job opportunities through our recruitment services.
  • To provide candidate information to potential employers (domestic and overseas) with prior consent for each submission.
  • To contact users/candidates about the service, opportunities, and updates.
  • To operate, secure, and improve the service and meet legal obligations.

4. AI and automated processing

We use AI (OpenAI / Google Gemini) to extract information from CVs and to score and rank candidates against job requirements. These scores are advisory only — a human recruiter makes hiring decisions. See our Candidate Notice for details and your rights regarding automated processing.

5. Sharing & sub-processors

We share personal data with the service providers needed to run the service (hosting, AI, LinkedIn data, email, billing). Candidate profiles are provided to employers only with consent for each submission. See our Trust & Privacy page.

6. International transfers

Data is stored and processed in Japan (Tokyo). Some sub-processors are in the United States; for those transfers we rely on contracts requiring APPI-equivalent protection plus standard contractual clauses, and your consent. For EU/EEA/UK data, Japan's adequacy status covers the inbound transfer; onward US transfers rely on SCCs / the EU-US Data Privacy Framework.

7. Retention

We retain candidate data for up to 3 years of inactivity, after which it is deleted unless you re-consent. Other data is kept as long as needed for the purposes above or as required by law.

8. Your rights

You may request notification of purpose of use, disclosure, correction, addition, deletion, suspension of use, and suspension of third-party provision; and (for EU data) access, portability, objection, and restriction. Contact talent@valuecreate.net.
